International sanctions are political and economic decisions that are part of diplomatic efforts by countries, multilateral or regional organizations against states, organizations or individuals aiming to protect national security interests, international law or defend against threats to international peace and security.  The recent sanctions imposed on Russia by a host of countries, including the US, the UK, the EU, Canada and etc, following the recent events on the ongoing Russian-Ukrainian conflict is a good example of international sanctions.

About the Speaker

Mr. David A. Wolber
Of Counsel 
Gibson, Dunn & Crutcher

Mr. Wolber is a Registered Foreign Lawyer (New York) and Of Counsel in the Hong Kong office of Gibson, Dunn & Crutcher.  A member of the Firm’s International Trade and Global Financial Regulatory Practice Groups, Mr. Wolber has over a decade of experience advising financial institutions and corporates around the world on complex legal, compliance, reputational, political and other risks arising out of various economic and trade sanctions, export controls, anti-money laundering and anti-bribery and anti-corruption laws and regulations, with particular experience navigating such issues for clients operating in the Asia Pacific region.  In addition, David routinely advises on U.S. foreign direct investment controls and represents clients before the Committee on Foreign Investment in the United States (CFIUS).  Before rejoining Gibson Dunn this year, David served as global financial crime counsel for HSBC in Hong Kong from 2019-2022, where he advised the bank globally on compliance and risk mitigation strategies associated with various jurisdictions’ sanctions, export controls, AML, ABC and national security laws and regulations, with particular focus on such issues affecting the bank in Asia.  Prior to that, he acted in a similar capacity as global financial crime counsel at MUFG Bank.  David was previously with Gibson Dunn from 2011 to 2017.  Prior to becoming an attorney, David spent more than 10 years in business strategy and development roles at “Big Four” accounting firms and major U.S. law firms.
